Duties Supervises a team of Administrative Officers, serving as advocate for the administrative staff.
Provide coaching/mentoring and advice/guidance on work methods, practices, and procedures, problem solving, and techniques.
Provides overall administrative management for the organization, including interpreting, developing, and implementing local and/or enterprise policies, defining administrative requirements, and/or providing advice to executive management.
Supervises a variety of administrative programs in the areas of awards administration, training, information systems, records management personnel actions, budget administration for organizational programs, and the procurement of goods/services.
Oversees the preparation of reports, identifies, and advises leadership regarding budgetary/workforce concerns such as projected shortfalls or unanticipated financial and/or workforce needs.
Leads analysis to identify organizational issues.
Develops recommendations and implements process improvement initiatives to resolve complex organizational problems.
Adjusts and updates organizational policies and procedures.
Oversees preparation of status reports and responses to data calls.
Gathers data, analyzes information, and provides metrics outlining general trends, issues, themes on a variety of areas impacting the organization and overall organizational health.
Collaborates with Human Resource Business Partners (HRBPs) to find solutions to management problems which have an impact on the workforce.
Performs a wide range of liaison services to support complex human resources activities.
Communicates concisely and effectively with employees, stakeholders, and management officials.
Prepares and presents briefings, reports, and presentations to the organization and senior leadership in writing and/or orally.
Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Interpreting, advising, and communicating human resources policies, regulations, and procedures; Providing administrative leadership in one of the following areas: awards programs, employee training, personnel management, program budgeting and financial management, procurement management, records management, or electronic and information technology management; Overseeing and evaluating administrative functions to identify/implement process improvements; Maintaining effective working relationships with a variety of individuals from diverse areas, disciplines, and authority levels within the organization.
